VÍAS DE COMUNICACIÓN ESTRATÉGICAS

NAPARI, Peru (Reuters) - New highways stretching across South America from the Atlantic to the Pacific oceans will consolidate Brazil's role as the continent's leader and give it an alternative export outlet to Asia.
The roads won't redraw global trade patterns the way the Panama Canal did, but their impact could be considerable.
Peru says the highways -- which will eventually provide direct links to five ports on its Pacific coast -- will help it become a strategic trade route between two of the world's largest emerging markets: Brazil and China.
The first of three transcontinental routes that will run through Peru is about to open, and environmentalists are already warning of more deforestation in the Amazon basin.
The road is 3,379 miles long -- nearly 1,000 miles longer than the drive from Los Angeles to New York. Another one, which links Brazil to Bolivia and Chile, opened in late 2010.
The infrastructure projects are a concrete example of "south-south" investment, in which traditional markets in the developed world are bypassed, reflecting a broader shift in the global economy.
"Brazil was always geared toward the Atlantic because it never had an efficient way to get to the Pacific and have a link with Asian countries. It had to use the Panama Canal or the Strait of Magellan," said Juan Carlos Zevallos, president of Peru's transport regulator, Ositran. "Now there is an alternative."
China has already displaced the United States as Brazil's top trading partner, with $56 billion in trade flows in 2010, a 25-fold increase from 2000.
In the last five years, Peru and Chile have signed free-trade pacts with China, and its appetite for their minerals has made it their biggest trade partner alongside the United States.
Zevallos says the new infrastructure will alter the geopolitical landscape as China demands more food, minerals and oil from resource-rich South America. But environmentalists worry about increased logging and illegal gold mining.
Ositran oversees $5 billion in infrastructure concessions and much of the outlays are for "InterOceanic" projects.
"Brazil is getting a strategic presence in Peru for its orientation toward Asia ... and Peru is getting a historic geopolitical opportunity to link to the future of the world economy, which is Asia," Zevallos said.
After decades of paying little attention to the rest of South America, Brazil is now asserting itself as the natural leader of a continent the United States, currently mired in economic uncertainty, has long viewed as its own backyard.
Odebrecht, a Brazilian firm that built part of the highway, plans to invest $10 billion on infrastructure in Peru over the next five years on a range of power, water and road projects.
Brazil, which borders nine countries, says the chief aim of the road through Peru is to deepen economic ties in South America and that it remains to be seen if trade flows with Asia will be lifted.
"This is one of the important projects that was successfully done in the context of South American integration," said Cesar Bonamigo of Brazil's embassy in Lima.
"It's been said Peru and Brazil had their backs turned toward each other. No longer."
ECONOMIC LIFT
Already, Peru's poor south, where the road from Brazil splits into three forks that run down to Pacific ports, has seen its economy improved by open pieces of the highway.
Jose Luis Bonifaz, an economist at the Universidad del Pacifico, says the highway will add $1.5 billion, or 1 percentage point, to Peru's annual gross domestic product, which grew about 9 percent in 2010.
"Traffic has already surpassed what we projected for 2020 and 2021, so the economic impact is even greater," he said.
He says the early trade opportunities favor Peruvians who will export vegetables and cement to northern Brazil, where consumers pay steep prices for goods trucked in thousands of miles from Sao Paulo state.
Port operators and shippers say trade gains with Asia may be limited to higher-value manufactured products.
"Bulky goods like soy, iron ore, and grains are better and cheaper to send by rail (and boat)," said James Hall at Galbraith's, an international shipbroker in London.
Still, beef from Brazil's commercial cattle herd -- the world's largest -- could go to China on trucks and boats.
Longer term, once the route in northern Peru opens, some cargo for the electronics manufacturing plants in Manaus that use components from Asia could be routed through Peru, said Bonamigo of Brazil's embassy.
Erick Hein, manager of the Matarani port in Peru, said governments have not done any serious studies on how the "InterOceanica" will boost trade with Asia -- viewing it as an inevitable byproduct of South American integration.
ENVIRONMENTAL THREATS
But the road is not without its costs. It runs through some of the most pristine corners of the Amazon rainforest and could contribute to deforestation as planters and ranchers search for cheaper land.
In August, crackling fires set by farmers clearing brush carpeted parts of the Amazon basin with smoke.
The road has already enabled more wildcat gold miners to move to Peru's Madre de Dios region, where swaths of rainforest have been turned into deserts polluted by mercury.
In nearby boomtowns, shacks teem with bars, brothels, treasure-seekers from the highlands, and middlemen buying and selling gold. Peru is the world's No. 6 gold producer and about 10 percent of its gold comes from Madre de Dios.
"The issue of mining is a monstrous one," said Luis Espinel of Conservation International in Lima, one of several groups trying to persuade miners to adopt new technologies that do not rely on mercury to separate gold from dirt.
Odebrecht, which will operate part of the toll road for two decades, said development will allow better policing and environmental controls.
"We need to make sure this project is viable over the long term," said Delcy Machado, Odebrecht's head of environmental affairs in Peru. "What is lacking in this area is the presence of the state."

LA CONFIANZA DE PERÚ AVIVA EL CONSUMO INTERNO



Lima, Jan. 26 (ANDINA). Peru's domestic demand soared 13.8 percent last November, accumulating an expansion of 12.7 percent during the first 11 months of 2010, Central Reserve Bank of Peru (BCR) reported Wednesday.
Peru’s private consumption grew 6.6 percent in November, showing an increased consumption confidence, and increased consumer credits granted by banks, supermarkets and department stores.

According to the BCR, based on the information provided by the Ministry of Production, November also recorded an increase in the production of massive consumer goods.

Shampoo, cocoa, and yogurt production registered growths of 82, 34.5 and 31.3 percent respectively.

In turn, detergent, bottled water, and evaporated milk production rose 19.2, 15.9 and 11.4 percent, respectively.

Lima, Jan. 25 (ANDINA). Peruvian Danza de las Tijeras (Scissors dance), recently included in the Representative List of the Unesco’s Intangible Cultural Heritage of Humanity, will head Chinese New Year’s Parade in Hong Kong. 24 dancers from Ayacucho and Huancavelica regions have been invited to open this millenary show.
The announcement was made by Damian de los Santos "Ccarcaria", who detailed that the Chinese Culture Ministry granted them the honor of opening this parade with two other foreign delegations, which also represent ancient cultures like the Peruvian.

The grand parade, set to mark the first evening of Chinese New Yearin Hing Kong, will take place on February 2.

“This invitation is the result of the recognition of Danza de las Tijeras as Intangible Cultural Heritage of Humanity by Unesco”, noted Deputy Culture Minister Jose Carlos Vilcapoma, who will fly with the delegation of dancers to China.

The invitation includes air tickets and stay; however, the 24 dancers have organized a show to cover other expenses. This event will take place at Maria Angola Convention Center on January 29.

TURISMO RURAL

El turismo constituye una de las áreas más importante de desarrollo económico del Perú. La expansión del turismo interno dependerá fundamentalmente de la evolución económica del páis, traducida en incremento de la renta per capita; y está centrada en dos áreas: la zona de Costa y los festejos y celebraciones religiosas, especialmente la Semana Santa.

En cuanto al turismo externo, está centrado en las zonas interiores de Selva y Sierra. En este área es fundamental invertir en la infraestructura que posibilite su desarrollo.

Lima, Jan. 24 (ANDINA). Some 10,000 local and foreign visitors participated in rural community tourism in Arequipa in 2010, reported Fernando Vera Rebollar, National Coordinator of Rural Community Tourism at the Ministry of Foreign Trade and Tourism (Mincetur).
The most visited areas were Sibayo, Coporaque, Yanque, Tapay, and Cabanaconde, all located throughout Colca Valley, Arequipa.

Authorities began working with the local population for over four years in order to implement rural tourism and spread not only ancient rituals, but also provide welfare to the community.

Vera Rebollar also noted that rural community tourism in Arequipa increases every year, which reflects that the southern province has many tourist attractions to offer.

Mincetur said that trekking, which can be done throughout the canyon, is one of the main attractions.

Other attractions include the garments done in Yanque and the natural beauty of Coporaque.

LA POBLACIÓN CON SEGURO MÉDICO AUMENTA DEL 32% AL 68%

La mejora de la calidad de vida de la población, sin lugar a dudas, constituye uno de los principales puntos para el desarrollo del Perú. La atención sanitaria debería alcanzar a todo el país, y parece que los esfuerzos del gobierno están surtiendo efectos positivos. Convendría conocer, no obstante, que grupos de población se han visto favorecidos, en qué regiones, con qué perfiles, etc.

Igualmente importante es la extensión de la infraestructura de atención sanitaria, tremendamente deficiente en las zonas de Selva y Bosque, donde, por regla general, lo que existe son "puntos" de atención sanitarios. Perú necesita invertir en centros sanitarios y hospitales en toda su geografía, pues sólo dispone de ellos (de forma general) en las principales poblaciones.

No obstante, magnífica noticia.

Lima, Jan. 26 (ANDINA). President Alan Garcia said Peru’s insured population increased from 32 percent to 68 percent under the current administration and it is predicted that this proportion will increase to 70 percent in the next few months.
“Peru’s insured population was simply the 32 percent fraction of the total population when we took office, and now 68 percent of Peruvians are insured through the Integrated Health System, the increase of insured workers and health plans made by private companies and Essalud”, President Garcia stated.

President Garcia inaugurated the Diabetes and Hypertension Care Center, located in the Limean district of Jesus Maria.

During his speech, the president noted the progress made in the health and education sectors, and said these two issues must be addressed by the next administration.

Furthermore, it was reported that the number of cataract surgeries in Peru will reach 100,000 in the next few days. This will benefit thousands of Peruvians who “had to wait for an airplane to undergo their operation abroad”.

GROWING MINERAL SECTOR

Lima, Jan. 27 (ANDINA). Canadian-based Vena Resources announced it has been reviewing strategic options in relation to its uranium assets held by its 75% owned subsidiary, Minergia SAC, based in Peru, with the objective of finding ways to potentially unlock Vena shareholder value.

The company intends to continue to explore various strategic alternatives, including, but not limited to, a spin-off of its Minergia shareholdings to a new company in exchange for shares of the new company, a portion of which would then be distributed by it to the company's shareholders.

While there can be no assurance that this review of strategic alternatives will result in the company pursuing any particular transaction, Vena believes that, following the completion of the proposed financing, it will be well positioned to take advantage of the best available strategic option to realize the value of its uranium assets.

Vena Resources reported Tuesday it will issue a brokered offering of common shares which net proceeds are expected to be used to fund exploration and drilling at its Azulcocha project, located in the central department of Junin, and its Esquilache project, located in the southern department of Puno.

The net proceeds will also be used to fund the final phase of construction of a 1,000 tonne per day milling operation at its Azulcocha polymetallic mine, and for general working capital purposes.

Vena Resources Inc. is a Canadian mining company focused on the exploration and development of Peru's mineral potential. Together with its strategic partners, Cameco, Gold Fields and Trafigura, Vena will advance its significant portfolio of almost 90,000 hectares this year.

Employing a model of diversification across metals and regions in Peru to mitigate investment risk, the company consists of four divisions: Mining, Clean Energy, Precious Metals and Base Metals.

Perú también elegirá un nuevo Congreso... ¿o un circo?

Cantantes, vedettes, actores, militares, deportistas y otros personajillos con oficios o profesiones no determinadas: a grosso modo, este es un pequeño recuento de lo que más ha llamado la atención de las listas al Congreso del Perú que los partidos, organizaciones y agrupaciones han decidido incluir entre sus candidatos. Lo peor de todo es que nadie se salva. No hay lista que no haya sido señalada por los electores y por la prensa, de ahí a que muchos se preguntan si el próximo 10 de abril, además del nuevo presidente del Perú, se elegirá un nuevo congreso o un circo lleno de personajes más propios de diarios sensacionalistas o crónicas sociales o deportivas.

Consultado por Libertad Digital, Fernando Tuesta Soldevilla, analista político y director del Instituto de Opinión Pública de la Universidad Católica del Perú, indicó que aunque parezca una novedad, "en realidad no lo es" ya que este fenómeno comenzó en el Perú en 1995 cuando una conocida vedette peruana como Susy Díaz -que define además como una persona "bastante curiosa"- fue elegida por el Movimiento Independiente Agrario. Desde su punto de vista, ya entonces se mostró "una debilidad de los partidos políticos con cada vez menos miembros y lideres y dirigentes con experiencia". Ahora hay tantas ex jugadoras de voleibol que "hasta podrían hacer otra vez una selección en el Congreso", bromeó.

Hay tres candidaturas que parecen estar claramente por encima de las demás, según han publicado diferentes empresas de sondeo: Alejandro Toledo, Luis Castañeda Lossio y Keiko Fujimori. Aunque en principio el primer candidato -que ya fue presidente del Perú entre 2001 y 2006- podría ser considerado como el "más serio", su lista de Perú Posible tampoco ha estado libre de sorpresa. De hecho, los rumores apuntaban a que como número uno llevaría a la casi desconocida actriz Ebelin Ortiz, un extremo que fue rectificado a último minuto aunque en su lugar se colocó a Cecilia Tait, una leyenda de la época dorada del voleibol peruano (logró la medalla de plata en los Juegos Olímpicos de Seúl 88) que ya logró ser elegida en las elecciones de 2006.

En el caso de Luis Castañeda Lossio, ex alcalde de Lima que dejó el cargo con una popularidad cercana al 75%, no deja tampoco de ser curioso. Su lista es ya conocida como la de los X-Men, en referencia a los conocidos cómics de Marvel y porque casi todos sus integrantes son "ex" de muy diversos partidos. Muchos dudan de que exista en su movimiento Solidaridad Nacional una verdadera línea ideológica.


Pero sin duda la que más sorpresa ha levantado entre los tres ha sido la lista de Keiko Fujimori, la hija de 35 años de Alberto Fujimori, que como congresista elegida en 2006 ha sido una de las que más se ha destacado pero por motivos diferentes a los políticos. Durante la presidencia de su padre reemplazó a su relegada madre como primera dama y después estudió en prestigiosas universidades de EEUU, al igual que sus hermanos, sin que hasta ahora se haya aclarado el origen del dinero con el que se pagó su educación. En las últimas semanas ha circulado por internet su informe como congresista: 400 inasistencias, más 180 días por maternidad, más 223 días por 18 viajes al extranjero, entre otros datos más que curiosos.

Pero si su labor como congresista deja mucho que desear, también la lista que ha confeccionado. Ya se ha visto obligada a desembarcar -ante el escándalo que provocó- a Óscar Cáceres, un ex comandante del Ejército sindicado como ex guardaespaldas de Montesinos. El columnista Mario Ghibellini apuntó en la revista "Somos" -editada por el diario "El Comercio" que "el legado político del ingeniero viajero -en referencia a Fujimori- es en realidad indivisible y sale también con hueso". Eso, pese a que Keiko ha intentado deslindarse de cualquier influencia montesinista, una intención que con este ejemplo, parece haber fracasado.

Además de eso, su partido Fuerza 2011 también lleva a viejas glorias del fujimorismo más acérrimo, ausentes desde hace muchos años del panorama político peruano, además de la actual enfermera -sí, ha leído bien- de Fujimori en las dependencias de la Dirección de Operaciones Especiales (DIROES) donde está recluido y del abogado Sergio Tapia Tapia quien defendió al ex militar Telmo Hurtado, uno de los responsables de la matanza de 69 campesinos en la ciudad de Ayacucho, una de las más golpeadas durante el terror de Sendero Luminoso en los años 80 y 90. Para redondear la nómina, además de otros desconocidos, también está Kenji Fujimori, hermano de la candidata, hijo del ex presidente y un joven con una imagen violenta y protagonista de varios vídeos cuando era menor de edad en los que mostraba su vida en Palacio de Gobierno, sus travesuras y sus aventuras con su perro "Puñete".

Tuesta Soldevilla -que además también fue jefe de la Oficina Nacional de Procesos Electoral (ONPE)- señaló que estas apariciones en el panorama político de personajes de diversa procedencia suelen ocurrir en países "donde hubo un desplome de los sistemas partidistas" y como ejemplo mencionó a Italia -con la presencia de Silvio Berlusconi o la actriz porno Cicciolina- o Argentina, donde aparecieron nuevos políticos como Carlos Reutemann (ex piloto de Fórmula 1) o Mauricio Macri, ex presidente de Boca Juniors.

Tuesta cree que en realidad en el Perú debería haber apenas media docena de partidos políticos en lugar de los 27 de la actualidad y que por esa razón cada uno de ellos elige miembros "con reputaciones dudosas y con una capacidad lejana de dar prestigio al parlamento" que por cierto es una de las instituciones de Estado con más desaprobación en el Perú. Concluye que parece que lo que se quiere es atraer a personas conocidas "con el pan bajo el brazo", en referencia al dinero que debe aportar cada uno de los candidatos, aunque le llaman "contribución", claro. Ejemplo: Castañeda lleva en la segunda vicepresidencia a Carmen Núñez de Acuña, que se hizo conocida por haber aportado -supuestamente- 700.000 soles (unos 180.000 euros) para acceder a ese puesto al que postula. Es decir, como en otros muchos casos, una suerte de inversión que sólo podría verse recompensada con una elección para los próximos cinco años.
