A rally in consumer spending propelled economic growth into double figures in early 2010. The last time this happened, in 1986 during President Alan García’s first stint in office, it all ended in tears as the economy overheated. This time the brakes will be applied in time and inflation will remain in check. Mr García will not reap the benefits; elections in April will bring in a new government.
